localhost not working on cloned server

hello
created an image of a system running iis 8.5 but localhost does not work on the cloned system.
localhost opens fine on the production iis 8.5 server.

turned off firewalls, checked hosts file. i did rename the cloned computer and added to dns, with new name.

binding are 80 and 443 All Unassigned

err connection failed iis

ipv6 is not enabled or configured on the cloned system but the logs show

iis logs have ::1 GET / - 80 - ::1 Mozilla/5.0+(Windows+NT+6.3;+WOW64;+Trident/7.0;+rv:11.0)+like+Gecko - 303 0 0 0

@Efff dd In order for the site to respond on localhost, it must at least have a binding, but your 80 and 443 are not assigned, are you binding other ports? and can you post the complete error message?

I have port 80 and 443 assigned to that site. its the only site running on this server.

@Efff dd Do you have any other error messages? For example, in the event viewer or console.
