Can not install Visual Studio - Powershell blocked/disabled

I'm a new to Visual Studio, and I'm trying to install the new Visual Studio 2026.

I am a local admin on my laptop, but I get the error below when installing. So it seems that PowerShell has been blocked by the System Administrator. If I try run Powershell from the command prompt, I also get

"This app has been blocked by your system administrator. Contact your system administrator for more info."

Unfortunately, it's unlikely I'll get it unblocked. So I just want to confirm, that without PowerShell, I'll be unable to install Visual Studio? Or is there any workaround?

    You need powershell to install it, domain gpo's are above local admin privileges so still get applied.

    You might have more luck with Visual Studio Code , the free version..
