My account has been assigned the role 'Contributor' (type BuiltInRole) and has access to Pay-as-you-go.

But I don't have permission to add apps or view existing ones. What is wrong with my permissions?

To view apps and service principals in Microsoft Entra, you require Microsoft Entra specific roles like Application Administrator, global administrator. You can refer this MS document to assign yourself Microsoft Entra role to view applications: https://learn.microsoft.com/en-us/entra/identity/role-based-access-control/manage-roles-portal?tabs=admin-center#assign-roles-with-tenant-scope

If you are logging into the subscription for the first time, make sure you have accepted the Request of the subscription you are being added to. You will receive an email to accept the Subscription
