    Are you trying to open the management console from another machine? The error message suggests that you can't contact the DHCP server. Try with the IP address maybe. And make sure the DHCP Remote Management Rule is allowed on your DHCP server (run wf.msc on your DHCP server and look for the rules for remote management).
