can't get a verification code on my mobile number

outlook requested to reenter the password for outlook after enter the password asked me to enter last 4 digit from my mobile number after i write it i get the massage Try another verification method

and i don't have another method.

i go to sign in troubleshooting and check mail its blocked and tell me to change password i changed it and receive a code at same number to make this change
after that when try with new password same massage Try another verification method.

i change the password 4 time and get code on my number and every time after changed and try to sign in i write password asked me to enter last 4 digit from my mobile number after i write it i get the massage Try another verification method

so i try to make recover with another mail and nothing happen
i have the password and have the mobile number and can't sign in to my account and you blocked my account
also i tried to open old mail which i didn't open since while ago but with same mobile number i faced same issue

    2. Wait 24 hours to perform a password reset. However, please refrain from attempting to sign in or reset the password within that timeframe, as this may reset the lock cooldown.
    3. If it doesn't work after 24 hours, try waiting exactly 48 hours before resetting the password
