Message_NGCKeychainNot-AvailableError

I have just upgraded my phone, Gone to set Outlook and Authenticator up on my new phone. But every time i try to authorise it on my old phone on Authenticator i get the error message " Message_NGCKeychainNot-AvailableError " Tried to go around using the app saying I cant use it, Send a code to email fine, Then do a second authentication send code to phone number and it says service is unavailable right now. I have tried so many times the last few days and just don't know how to get this sorted. Looked at recovery codes but I need to sign in to get one but I cant sign in due to this Keychain error, constantly chasing my tail.

As the AI just said uninstall the app on old phone and re-install the key chain just done that and now authenticator is logged out on both phones
