Firstly if we consider the Azure subscription there are different types of it. If I talk about the quota and limitations those are also different. For example it is different for free trial, for paid ones and for Microsoft Partner Network as well. Now coming to your query Quotas are applied per resource group, subscriptions, accounts, and other scopes. For example, your subscription may be configured to limit the number of cores for a region. If you attempt to deploy a virtual machine with more cores than the permitted amount, you receive an error stating the quota has been exceeded. More info here.
Now as per the Microsoft Partner Network documentation:
The choice is now yours on how you use your Azure credits. Use them on any Azure service based on your needs including, Virtual Machines, Websites, Cloud Services, Mobile Services, Storage, SQL Database, Content Delivery Network, HDInsight, Media Services, and many more.
Use the pricing calculator to estimate how much you could use with $100 per month. Here are a few usage scenarios that consume no more than $100 per month:
- Run 1 small Virtual Machine instance for the entire month
- Store 400 GB of data in Storage
- Develop and test a web application using Cloud Services, with 3 web roles and 2 worker roles on small instances, for 10 hours a day, 5 days a week
- Run a 30GB SQL Database for the entire month
Since they have attached this in same documentation which implies VM family should not be a problem this means that definitely quota has been reached and Support is the only way to increase the quota for subscription.
