How to send myself an SMS message when a message from a specific email address is received in my inbox (MS 365 Personal)

Before Microsoft 365 I was able to set up a rule to notify myself by a text message to my mobile phone when I received an email from a specific email address. I cannot find how to do this now, despite my mobile being linked to my account. I receive alerts to my computer from my phone. I'd like to do the reverse within Microsoft 365 (Personal) and/or the new Outlook.

You can do that with 3rd party solutions. There is no SMS service option within M365 Personal. However, you can install Outlook on your mobile and turn on notifications (for all emails). For specific emails, you will need to create power automate flow or use some other similar service.
