Open Task Manager (Ctrl + Shift + Esc)
At the top of Task Manager, select 'Run New Task'.
Paste this into the run dialog, choose to run the task with Administrator privileges and click OK

Does that process open the recovery section in the Settings app?
If so, click the 'Reinstall Now' button in the 'Fix problems with Windows Updates' section, then wait for that process to complete, this process will not affect your files, settings or installed apps.

If you cannot use that process to open the Settings app:
Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down
Do this twice
On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
Please try each option one at a time, then see if Windows will boot to a stable system.

If there is an option to uninstall the latest update, that may be the best option.

See if Windows startup can repair itself
