Open the page: https://www.microsoft.com/en-us/download/details.aspx?id=8109 download the DirectX package and run it for unpacking (in the process, specify a separate folder where to unpack).

When unpacking is complete, open the folder with the unpacked distribution and run from it DXSETUP.exe on behalf of the Administrator. Wait for the installation to finish and restart the PC.
