Cannot send Outlook emails

Three days ago my laptop quit sending my emails. I can receive them. After some digging , I found I have been blocked by Spam Haus. They claim I have been sending Malware and spam. I have run my virus scan and Malware protection it come back that I am virus and malware free. Spam Haus will not free up my emails as they say that I have free email. I have Charter/Spectrum for Outlook. Charter/Spectrum has sent me to Outlook. HELP
