Using Classic Outlook on Windows for personal email, calendar, and contact management
Hi there, Thanks for getting in touch with Microsoft Q&A.
I'm sorry you're having this problem. To fix the Spamhaus block, you'll need to work with Charter/Spectrum because end-users usually can't ask Spamhaus to remove them directly. Even if your PC is clean, the problem is probably caused by a hacked email account distributing spam.
First The first thing you should do is change your email password right away. This is because spam is normally sent because someone got into your account, not because your laptop has a virus. After changing your password, check the security settings on your account and turn on two-factor authentication if Spectrum lets you. This adds an extra layer of protection and helps keep the account from being accessed again.
Next If your public IP and maybe your email account are in the Spamhaus SBL or XBL for malware or spam activity, call Charter/Spectrum's support or abuse department and let them know. Tell them that you've already protected your account by changing your password and scanning your devices for malware. Then, ask them to take care of the problem on their end and send a request to Spamhaus to have the account removed, as Spamhaus needs the network owner to start the removal process. When you call, have your external IP address ready and make it clear that Spectrum, as the ISP, needs to deal directly with the Spamhaus removals team.
And this step can help you feel better. To find out if your public IP address is listed and why, go to the Spamhaus IP and Domain Reputation Checker and click "Lookup." If your IP is on the list, click "Show Details" to see why it is there and what you should do about it. Usually, the advice says that only your ISP, like Spectrum, can ask for removal for SBL-related problems.

This is not a Microsoft site, so be careful with links and adverts.
You should be able to send emails again if you change your password and have Spectrum get in touch with Spamhaus. Once the request is authorized, the delisting procedure can take anything from a few minutes to 24 hours.
I hope this helps. Please leave a comment if you have any questions.
Thank you,
