Running into endless Admin Consent Issues

I work with HubSpot and Zapier a lot, and none every time I've needed to set up a new connection I've not had any issues with it, until my coworker Levi attempted to connect his account. He gets stuck in an endless loop of admin consent. I've tried to change settings within entra, but no matter what I do I cannot clear this blockage, nor do I get notified of the option to grant access. Does anyone have expertise that could help me clear this issue?

    Check whether you've configured the app to require user assignment. If that's the case, admin consent is always required, as detailed in this article (see the note on top): https://learn.microsoft.com/en-us/entra/identity/enterprise-apps/configure-user-consent?pivots=portal
