Basically, when Editor suggests adding a comma, it rewrites the phrase, and Track Changes treats that rewrite as a full replacement rather than a simple insertion. There is no setting that forces Word to show only the comma insertion.
Hence, about this improvement, I'm encouraging you to submit feedback through the Microsoft Feedback Hub ("Windows+F"). If you pass the issue through this path, it will be escalated to the development team.
