change Directory option not available in Azure Subscription Overview Option

After adding Target tenant user as Guest User and assigning Owner IAM role for Subscription, I am unable to see the change directory option Under the Subscription Overview Page, to move the Subscription from Source to Target Tenant, Kindly help
