Some Integration account built-in actions are available in Logic App Standard for example, Liquid operations and XML operations.
Flat File decoding/encoding are currently available in Logic App Consumption (with Integration account).

Support for Flat file encoding/decoding for standard plan is in our backlog. We do not have any available timeline on this yet, but it is expected to be available in few months. This is being tracked using this GitHub issue.
