Skype Refund

I just got an email that my Skype balance was going inactive. Can I get it refunded. I thought Skype was executed.

Hello, good day and thanks for your question. You can check and try to request for it via http://secure.skype.com/wallet/account/orders, "Yes! If eligible, Skype refunds are given in accordance with our refund policy in Skype's Terms of Use. Refunds are made using the same payment method used to make the initial purchase. Skype can't complete refunds if the original payment method is no longer available, for example your credit card expired, the PayPal account is closed, or where the payment method doesn't allow refunds.".
