have you try to Clearing/resetting the Windows Recent Items folder
Setting registry key to control or disable the number of recent attachments shown?

To Clear Recent Items: Delete all shortcuts in click Win+R then type
%AppData%\Microsoft\Windows\Recent
Restart Outlook so it rebuilds the list.
Note: this step is advance if you not comportable to this step i can share you some other steps to resolved your concern
Control or Disable Recent Attachments: Add this registry key: click Win+R the type regedit
HKEY_CURRENT_USER\Software\Microsoft\Office<version>\Outlook\Options
Name: MaxAttachmentMenuItems (DWORD)
Value: 0 → disables list
Value: N → shows N items
Restart Outlook after changes.
