Family Safety time limit extension failed

Windows 10 home; tower & laptop

Just added a laptop for grandson. Setup with his MS account. On laptop, he has administrator privileges.

He used up screen time when Laptop added to Tower. Mom gave time extensions but laptop did not get more time but tower did (same user account, in Family safety, both devices in his account).

How do I setup more time?
