COM Surrogate constant 12% CPU usage

Whenever I use my laptop I have a COM Surrogate process that consumes 10-15% CPU usage.
I have tried the following things:
- Disabling all the 3P shell extensions as requested in this thread https://learn.microsoft.com/en-us/answers/questions/4125146/com-surrogate-too-high-cpu-usage-because-of-window
- Turning on "Always show icons, never thumbnails"

2025-12-29T03:55:56.7+00:00 dllhost.exe entries look normal; no 3rd party modules were loaded.
If you terminate the dllhost.exe processes, do they relaunch automatically?

2025-12-29T09:51:49.46+00:00 Yes, the dllhost.exe always comes back after I force kill it via 'end task' in Task Manager.
