When you use the activation troubleshooter you select Changed hardware and you do not see the Samsung device in the list. (is that correct)
In which case, you will need to check the account used to by the licence to make sure it shows the Home to Pro upgrade licence. I assume the new device has Home edition activated?
If you cannot use the activation troubleshooter you will need to contact Microsoft Support directly. Use the Get Help app and type chat with an agent then select Contact Support.
