SQL Managed Instance stuck trying to move Subnets

I have a SQL Managed Instance that I am trying to move from one subnet to another. I started the action 3 days ago and it has not completed. It seems completely stuck -- there is no apparent way to stop the process or even delete the instance. I just says "This resource is currently updating. Please do not create, delete, restore databases, or modify instance options until the ongoing operation is completed." It is not that large -- 20 database and 600GB.
Clearly something is not right and I cannot wait any longer. Any suggestions?
