There were 10 vs 0. No license was issue.
But, you have to know that, because of the urgence, i had to create a domain. Everything went right and now is working.
Though, i'd like to know which was the problem.

Every user try to log in with remote desktop, except administrator gets the error 'Remote Desktop License Issue...' session ends in 60 minutes
.- Windows Server 2016 in Azure
.- No domain. Just this one server. Updated.
.- Users are in 'Remote desktop users' group
.- GPOs have good settings like 'per-user' licenses mode, 'use licenses server...' with 127.0.0.1
.- Licenses diagnostics shows no error
