Using Classic Outlook on Windows for personal email, calendar, and contact management

This type of behavior often happens when Outlook encounters sync inconsistencies between the local profile and the mailbox on the server, which can make folders behave as though they are locked, restricted or temporarily out of sync. One effective way to resolve this is to restart Outlook in safe mode to rule out add‑in conflicts then allow Outlook to rebuild the folder view by resetting the navigation pane which can clear corruption that prevents folders from moving.
If the folder still resists changes creating a new Outlook profile often refreshes the folder hierarchy and restores normal folder movement without affecting your mail. Once Outlook rehydrates the mailbox you should be able to move the affected folders out of Deleted Items and reorganize them normally.
