This problem was going on with me also for a long time, which I was not able to solve. At last, I resolve this problem by reset Outlook connection settings and start again.
Outlook Credentials not saving
Hi
I am having an issue with Outlook (installed from Office pro plus 2019) whereby it continuously prompts for a password after setting up my email account (linked to an on premise exchange 2016 server). The Machine is running Windows 10 20h2 and is up to date with updates. I have tried adding the EnableADAL, and exclude explicit o365 endpoint reg keys but still get prompted on top of deleting all credentials from credentials manager. Anything else I can try?

According to your description, this issue occurred when you started outlook after you configured your account, right?
If so, does this issue occur with other users in your organization? If so, it is more likely to be related to the Exchange server. It's suggested that you could try to contact your Exchange administrator for further analysis.
If the issue only occurs on your Outlook client, in order to exclude some other factors as much as possible, it's suggested that you could try to reset your Outlook-related registry keys to restore Outlook to its original state:
- Exit Outlook and open the Registry Editor
- Location: HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0
- right-click the Outlook folder and rename it as Outlook1)
- then restart your Outlook and readd your account for testing.
(It should be noted that if you modify the registry by mistake, serious problems may occur. Please back up the registry before operation.)
