Here is how to allow users to insert/edit a picture only in a specific area of a worksheet, while keeping the rest of the sheet protected.
Prepare the worksheet
Lock default cells
Select the cells that should remain protected. Go to Home > Format > Format Cells > Protection and ensure Locked is checked.
Unlock the “picture drop zone”
Decide the area where users may insert/edit a picture (e.g., a merged range D2:J16).
Select that area > Format Cells > Protection > uncheck Locked.
Protect the sheet
Go to Review > Protect Sheet. To allow picture insertion/editing, check Edit objects.
(Keep other permissions as needed, e.g., allow selecting Unlocked cells only.)
Note: This method does not apply to pictures that float independently of the cells.
After the changes, users can insert/edit pictures in the unlocked area (e.g., D2:J16).
If they try to modify pictures over locked regions, Excel protection will block the action and show a dialog.
When a picture is floating outside of the cells (meaning it is not inserted inside the cell grid but placed freely on top of the sheet), Excel treats it as an object, not a cell‑based element. Because of this, when you enable “Edit objects” in the Protect Sheet settings, all users will be able to edit every picture or object on the sheet, regardless of whether the underlying cells are locked or unlocked.
This behavior is by design in Excel. Floating objects are not tied to specific cells, so Excel cannot limit editing to one particular area. “Edit objects” works as a global permission, once turned on, it applies to the entire worksheet.
