Hi Experts,

I tried to protect sheets for the locked cell with a picture. But if I uncheck the "edit objects" option at the protect sheet, user cannot insert picture. All options for picture is greyed out. But if I check "edit objects" option, user can move the picture in the locked cell as well.

Dear @Ben,

Thank you for reaching out to Microsoft Q&A forum. I am happy to assist you.

Here is how to allow users to insert/edit a picture only in a specific area of a worksheet, while keeping the rest of the sheet protected.

Prepare the worksheet

Lock default cells

Select the cells that should remain protected. Go to Home > Format > Format Cells > Protection and ensure Locked is checked. User's image

Unlock the “picture drop zone”

Decide the area where users may insert/edit a picture (e.g., a merged range D2:J16).

User's image

Select that area > Format Cells > Protection > uncheck Locked.

Protect the sheet

Go to Review > Protect Sheet. To allow picture insertion/editing, check Edit objects.

User's image

(Keep other permissions as needed, e.g., allow selecting Unlocked cells only.)

Note: This method does not apply to pictures that float independently of the cells.

After the changes, users can insert/edit pictures in the unlocked area (e.g., D2:J16).

If they try to modify pictures over locked regions, Excel protection will block the action and show a dialog.

When a picture is floating outside of the cells (meaning it is not inserted inside the cell grid but placed freely on top of the sheet), Excel treats it as an object, not a cell‑based element. Because of this, when you enable “Edit objects” in the Protect Sheet settings, all users will be able to edit every picture or object on the sheet, regardless of whether the underlying cells are locked or unlocked.

This behavior is by design in Excel. Floating objects are not tied to specific cells, so Excel cannot limit editing to one particular area. “Edit objects” works as a global permission, once turned on, it applies to the entire worksheet.

If these steps do not match your intended end goal or do not achieve the result you want, please let me know in detail what you are trying to accomplish.

Additionally, if possible, please send me your demo file so I can take a closer look and provide a more accurate solution.

    Hi Viego,

I have to select "place over cell" as if I select "place in cell", it covers the wording.

To allow users to edit pictures in unlocked cells while keeping other cells protected, you can use the following approach:

    1. Protect the Worksheet: When you protect the worksheet, ensure that you check the option to allow users to edit objects. This will enable users to interact with pictures and shapes on the worksheet.
    2. Lock the Cells: Make sure that the cells where you want to restrict editing are locked. You can do this by selecting the cells, right-clicking, and choosing Format Cells, then navigating to the Protection tab and ensuring the "Locked" option is checked.
    3. Unlock Specific Cells: For the cells where you want users to be able to insert or edit pictures, you need to unlock these specific cells. Select the cells, right-click, choose Format Cells, go to the Protection tab, and uncheck the "Locked" option.
    4. Insert Pictures: With the worksheet protected and the specific cells unlocked, users will be able to insert pictures into those unlocked cells. However, they will not be able to edit or move pictures in the locked cells.

By following these steps, you can achieve the desired functionality where users can only edit pictures in unlocked cells while keeping the rest of the sheet protected.
