    Hi,

The error means your account doesn’t have an Exchange Online license yet, or your admin recently changed license settings.

What i suggest is ask your admin to assign the license by following these steps:

Sign in to Microsoft 365 Admin Center.

    Go to Billing → Licenses.

Select the product (e.g., Microsoft 365 or Exchange Online).

    Click Assign licenses.

In the pane, type the user’s name and select it.

(Optional) Turn apps and services on or off as needed.

Click Assign, then close the pane.

Once the license is assigned, the mailbox will be provisioned (this may take up to 24 hours). After that, Outlook Web should work normally. I hope this helps!
