User account and PIN code failure

I bought a used computer as a birthday gift for my son. During the buy I created an account to be able to check that the computer was ok and it worked.

Now, a month later, to prepare the computer I have tried to log in again with the same account. I get the message that the account does not exist. So I created a new account, the one I am using now.
To proceed with the login I am prompted to create a pin-code. If I select create a pin code I get a message that it is not possible. If a select skip then I get thrown back to the locked screen.

    I have tried these steps but the problem is persistent

    This error is common on used/refurbished PCs due to corrupted PIN data in the NGC folder. Please try these steps:

    If you can sign in with password:

    • Remove existing PIN (if possible).
    • Run File Explorer as Administrator.
    • Go to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc
    • Delete everything inside Ngc (take ownership if needed).
    • Restart and create new PIN.

    If you cannot sign in at all:

    • Boot to Safe Mode (hold Shift during restart > Troubleshoot > Advanced > Startup Settings > Restart > choose 4).
    • In Safe Mode, follow the steps above to clear Ngc folder.
    • Restart normally.
