We created an agent in co-pilot, we tried to attach file on the co-pilot but when we shares it to other users other users are unable to download the file when they prompt "download guidelines file" a message of sandbox link appears and a text of pdf file just appears instead of the downloadable link file that was uploaded on the agent. when they try to copy and paste the sandbox link on chrome, it doesn't show the file or wasn't able to download the file or it shows asking for permission.

As work around we put the share point link as work around and when user prompt download guidelines file, it works as expected.

The goal is to allow the user to be able to download the pdf file we uploaded on the agent.

can anyone provide a troubleshooting and reference link from Microsoft

    This has been resolved, I've found out that this is by design and co-pilot don't let us download the file as this needs to be on sharepointlink/onedrive link
