Thanks for reaching out! Azure is commercially available in the following 60+ regions worldwide, and as you noticed the Congo is not one of them currently.

We are adding more countries as quickly as we can, and rest assured that this is a top priority for us.
In meantime, I have a workaround for you. If you have any friends or family who can enroll from a supported region, your friend or family member can add you as an Owner or User so that you can use Azure from that account. https://azure.microsoft.com/en-us/global-infrastructure/locations
Once your friend or family member enrolls in Azure, they can follow the instructions here to add you as an Owner: https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/add-change-subscription-administrator#to-assign-a-user-as-an-administrator
