- Go to Power Platform Admin Center.
- In the 'new' experience, go to Manage and then Tenant Settings.
- Add the security group the target user is a member of to 'Copilot Studio Authors (preview)'
- Wait a little, refresh the Copilot Studio page and try again.

- First, create the security group in Azure portal/Entra and assign appropriate users to the group. Then, in the Power Platform admin center, assign the security group to the Copilot Studio author setting (Copilot Studio authors in Tenant settings).
- If you have a Copilot Studio tenant prepaid Copilot Credit pack subscription, you need your admin to assign the Copilot Studio user license in the Microsoft Admin Center.
- Refresh Copilot Studio and you should be able to publish your agent.
