What if we deleted user account from on prem AD which was synced previously, will is removed from Azure AD as well or not?

Yes, it will. Moving it to an OU that is outside of the sync scope will also result in deletion of the Azure AD account.

Yes it will. However, if you let a couple of sync cycles pass, you can go into the AAD portal and restore the user. this will make the user account a cloud account and no longer a synchronized.
