Currently Smart App Control can only be enabled after re-installing Windows, there is no other method, however, Microsoft have realized this is very limiting and they have recently announced in an upcoming update they are changing that procedure, if you wait a small while for that update, you will be able to enable/disable the Smart App Control setting without needing to re-install Windows.

smart control support page suggests.. (better yet), contact the developer of the app and encourage them to sign their app with a valid signature.
but for me microsoft support team had to off the smart control for reinstalling windows 11, (downloaded from microsoft site)
