    1. Check the eligibility requirements for the Free SQL Managed Instance at the link provided in the error message: https://go.microsoft.com/fwlink/?linkid=2336021
    2. It’s the limitation of your subscription please raise a case with Microsoft to increase quota for SQL MI
    3. Consider switching to a supported subscription type, such as a Pay-As-You-Go plan, if you're currently on a restricted one.

If you are receiving a message that the free SQL Managed Instance is not enabled for your subscription, even though your subscription plan is 'Azure Plan' which is eligible for the free offer, there could be a few reasons for this issue:

    1. Existing Free Instance: You can only have one free SQL Managed Instance per subscription. If you already have an active free instance, you will need to remove it before creating a new one.
    2. Eligibility Check: Ensure that your specific Azure Plan is indeed eligible for the free offer. Sometimes, there may be specific conditions or limitations based on the exact type of Azure Plan.
    3. Time Delay: If you recently deleted a free instance, it can take some time (up to one hour) for the offer banner to reappear.
    4. Subscription Issues: There may be other issues related to your subscription status that could affect eligibility. Checking with Azure support may provide clarity.

If none of these reasons apply, consider reaching out to Azure support for further assistance.
