When no one signs into the tenant through the Azure portal for a prolonged period of time, then the system will mark the tenant as inactive. This is generally around 200 days of inactivity. This will display the error you are seeing when you try and sign into the portal.
Once the tenant has been marked as inactive, you will have 20 days to reach out to Microsoft business support to get your tenant re-activated. The 20 day counter starts from the first day your tenant has been marked as inactive.
After the 20 days have passed, data on the tenant is removed/deleted. This is to comply with Microsoft's data protection policies, which can be found here: https://www.microsoft.com/trust-center/privacy/data-management#leave

When phoning support, you will be greeted by the AI bot that will try and gather information about your call so it can direct you to the right team. When speaking to the bot, please speak clearly. I would recommend saying 'Azure tenant has been blocked due to inactivity'
This will allow the bot to transfer you to the right team for them to help you.

I would recommend using a different Microsoft account to sign up a new tenant, then add your old account as an admin later.
