You can create an Azure DevOps organization using supported Azure subscriptions such as Pay‑As‑You‑Go, Cloud Solution Provider (CSP), or Enterprise Agreement (EA). Free Trial and Visual Studio subscriptions are not supported at the moment (support is expected in early 2026).
Since you are currently using a Free Trial subscription, it cannot be used to create an Azure DevOps organization right now.
You can do one of the following:
- Use a different Microsoft account that is not linked to a work or school Entra ID and has no active subscription to create the organization.
- Upgrade your Free Trial subscription to a supported plan like Pay‑As‑You‑Go, CSP, or Enterprise Agreement.
