Per my research, there is no such parameter to restore earlier deleted personal site, you could only restore the newest deleted personal site with site URL.

Hello, I kindly ask you for support to restore a PersonalSite (OneDrive) deleted from the Tenant Office 365 company. The Powershell Get-SPODeletedSite -identity [URL] command offers 2 results with the same URL:
the first eliminated on 25/06 and the second eliminated on 29/07. I would need to restore the first one dated 25/06, however running the Powershell Restore-SPODeletedSite -Identity [URL] command restores the most recently deleted URL, then the one dated 29/07.
How can I choose to restore the URL dated 25/06?

I realize this is an old thread, but I had the same issue today where I was unable to Restore-SPODeletedSite due to the error: A site collection with the same Site Id or Path already exists.
I ran Get-SPOSite -identity XXXX and sure enough, there was a site with the same path. I remember having seen something regarding this issue and their solution was to delete the existing site through Remove-SPOSite -identity XXXX which would then bring it to the exact same issue as the OP, where there would be two of the same site in Get-SPODeletedSite.
From there, you would run Remove-SPODeletedSite -identity XXXX which would permanently delete the empty site you just deleted with Remove-SPOSite -identity XXXX. For me, this was very daunting as I thought, well, what if it deletes the one I'm trying to restore or both? What did come to mind though, was any restoring or deleting I've done thus far, only impacted the most recent SPOSite and not the original site I was trying to restore. So I rolled the dice...
TL;DR:
Remove-SPODeletedSite -identity XXXX Permanently deleted the most recent SPOSite which was empty.
Get-SPODeletedSite -identity XXXX Still showed the original SPOSite that I was intially trying to restore.
Restore-SPODeletedSite -identity XXXX Restored the original SPOSite to the now vacant SPO slot successfully and I was able to reach the site/files.
DISCLAIMER: This worked for me and I've only done it once so far, but I haven't seen anything officially from Microsoft so take it for what it's worth. Good Luck!
