I am facing hard time to connect to IPPS. plz check and revert

Verify that the specified computer name is valid, that the computer is accessible over the network, and that a firewall exception for the WinRM service is enabled and allows access from this computer.

From the above information, we cannot know that, the target URL is blocked by your firewall. You need to check on your firewall, make sure "*. compliance.protection.outlook.com " is allowed on your firewall.
