It seems that the issue you're experiencing with Voice Access is related to the speech model not being downloaded yet. Here are some steps you can take to troubleshoot the problem:

    1. Check Internet Connection: Ensure that you have a stable internet connection, as the speech model needs to be downloaded from the internet.
    2. Download the Speech Model: Sometimes, the speech model may not download automatically. You can try to manually initiate the download by going to the settings and checking for updates related to speech services.
    3. Restart Your Device: Restarting your device can sometimes resolve issues related to software and services not functioning correctly.
    4. Check Microphone Settings: Make sure that your microphone is properly set up and recognized by your system. You can check this in the sound settings of your device.
    5. Reinstall Voice Access: If the problem persists, consider uninstalling and reinstalling the Voice Access feature to ensure that all components are properly installed.

If these steps do not resolve the issue, you may want to consult Microsoft support for further assistance.
