Power Button on Start Menu

The power button on the start menu only has Lock vs Lock, Sleep, Shut down and Restart. Also, the only options for CTRL+ALT+Delete are Lock and Task Manager.

I have gone into GPEDIT and ensured it was set appropriately and made sure NOCLOSE was not there in Regedit for Explorer. How do I get this corrected?

    No, I don't have a lockdown browser installed.
