Hi,
I go to the users page but the buttons to create new user are greyed out.
Why can I not add more users to be able to access this account?

As Andreas mentioned, the reason you can't add the users is because your account does not have the required permissions to add them. Make sure you have a User Administrator or Global Administrator role and try again. https://learn.microsoft.com/en-us/azure/active-directory/fundamentals/add-users-azure-active-directory

I have the same issue. I have the User Administrator roles but still cannot create new users. If I grant the user with global Administrator then I can create a new user. So what's happened with the User Administrator Roles?

in which roles in Azure your user is a member?
For instance the members of Global Administrator or User Administrator role are allowed to add users in Azure AD.

Same problem here . Microsoft official materials for azure associate . I follow the instructions to the letter and i get this error too. cant add users with user admnistrator.
