[submit new hardware] I cannot get submit button clickable for attestation signing the accepted driver package.

Question

Hi MSFT support team,

I need help on submitting a WoA driver package via "submit new hardware" page.

I am working on my "first time" driver package submission here:

However,

The web page "submit button" always "unclickable" for attestation signing even the uploaded driver package accpted and all required fields filled.

my account's Legal info is "Authorized" as the following: (should be good for submit new hardware)
