I know it can be frustrating when you try to resubscribe and find that the billing country cannot be changed. This behavior is expected because Microsoft accounts lock the billing country to the region originally selected when the payment profile was created. To comply with regional policies and tax requirements, Microsoft does not allow changing the billing country directly on an existing subscription or payment profile.
To resolve this, you will need to create a new payment profile for the correct country. This allows you to enter a US billing address and US payment method even if you are currently traveling in Ethiopia. After creating the new profile, you can purchase the subscription again using your updated US billing information. If your old subscription was canceled, you can safely reactivate it using the new payment profile without affecting your account data.
