Activating Windows Server 2025 Standard VM on Windows Server 2025 Standard Host

What is the proper way to activate the 2 guest VM's that are included with a 2025 Standard host? I have a 2025 Standard retail key that is activated on the host, but I am unable to activate the VM's. I am unable to use AVMA because that requires a Datacenter license and using the same retail key triggers the “This product key has already been used” message. Please advise as I need to get these VM's activated immediately.

Another post advised using the following Powershell command, but they do not work and I cannot find any documentation on the Set-VMActivationConfiguration cmdlet.

    With Windows Server 2025 Standard, you are entitled to run two guest VMs, but activation is not handled through AVM-that feature is exclusive to Datacenter. The Standard retail key you used on the host cannot be reused directly inside the guests, which is why you see the “already used” error. The proper method is to install Windows Server Standard in the VMs and activate them using the host’s virtualization rights, but this requires either a KMS/MAK key provided by your licensing channel or activation through your organization’s Volume Licensing Service Center. Retail keys do not automatically propagate to guest VMs. If you only have a retail key, you must request the corresponding guest activation keys from your licensing provider or use KMS/MAK activation infrastructure. In short, the entitlement exists, but the activation mechanism is not automatic with retail, your IT or licensing vendor must supply the correct keys for the VMs.

    For Windows Server 2025 Standard, the included 2 virtual machines (VMs) are licensed for use via Automatic Virtual Machine Activation (AVMA), but AVMA only works if the host is Datacenter edition, not Standard. That is why using your Standard retail key on the VMs fails and gives “This product key has already been used.” AFAIK, the Standard edition does not provide a method to activate guest VMs automatically with the host key. Microsoft designed Standard edition so that only the host can be activated, and the included VM rights are more like “license to run” but require a separate key for actual activation.

    The Set-VMActivationConfiguration cmdlet is only available for Datacenter hosts. That’s why you can’t find official documentation for it applying to Standard - Microsoft does not support AVMA for Standard. Running that command on a Standard host will fail.

    Your options to get the VMs activated are:

    1. Use separate retail or volume license keys for the guest VMs. You can use your existing 2025 Standard retail keys, but you need a separate key for each VM. You cannot reuse the host key.
    2. Upgrade the host to Datacenter edition. Then you can use AVMA with the included guest keys automatically. Datacenter allows the VMs to activate using the host’s AVMA feature.
