someone (don't know who) from a 0365 shared mailbox user deleted a folder name "diary 2021" from a shared mailbox say safety@keyman .com two weeks ago.

How an Exchange / 0365 Admin can recover this folder?

    Hi anonymous user

Have you checked if the items can be found in Recover Deleted Items of the shared mailbox? Please note that: 'folders' can't be 'recovered', only messages
Or in Exchange server side: Recover deleted messages in a user's mailbox in Exchange Online

We could refer to the methods introduced in this link to recover deleted items in O365. Recover deleted mail items – Office 365

    1. Recovering deleted mail items by using Outlook and OWA mail clients.
    2. Recovering deleted mail items by using MFCMAPI utility.
    3. Recovering deleted mail items by using Exchange In-Place eDiscovery and Hold.
    4. Recovering deleted mail items by using the PowerShell cmdlets New-ComplianceSearch

Use Compliance Search to search all mailboxes in Exchange Server
New-ComplianceSearch: how to use the newer version of Search-Mailbox

By the way, you could set up mailbox auditing - it logs who performed hard and soft deletions among other things.
