How to create free Azure SQL for 12 months?

Hello,
I am new to the Azure environment. I signed up to the free azure tier in April 2021 and it says that it expires in April 2022. I have not paid for azure before (aside from confirming my card at signup). When I try to create an azure SQL database, the price is 5$ for basic and 15$ for standard (10DTUs S0, 250GB). I tried to play around with various configurations but nothing seems to work.
how to create the free database?

    No matter what type of Azure account you have, the services will still have a "cost" associated with them. As well as the "free for 1 year" you also get I think $200 of credit on other services.

    If you deploy services that are not in the free list, the cost adds up but if you spend less than $200 per month then there is still no actual charge to you.

    Therefore, don't worry about what it says the cost is - refer to your billing screen in the portal and you will see if you are close to any actual charges.

    Just to confirm: This means that whatever price is listed on the screen, as long as I am below the quota, I will not be charged anything (until the free service duration expires), right?
