I am trying to patch SQL Server 2016 on Windows, but while patching, I get the below error:

SQL Server Setup has encountered the following error:
Index (zero based) must be greater than or equal to zero and less than the size of the argument list.
Error code 0x84610001.

Can someone tell me any suggestions to fix this error?
That's looks bad, because that is obviously an internal error, which very difficult to fix on your own. However, it could be a case of a broken download, so you may want to check that hashes and file sizes matches with the information on the download page. If you try dowloading again, I would recommend that you try a different network path, for instance from your home machine.
What does "SELECT @@version" report on this instance today?
Do you have a link to the download page for the upgrade you are trying to install?
At which point during the install do you get the error?
@Erland Sommarskog I am getting this error when I am trying to run the patch file before the sql setup even shows up to upgrade.
That certainly has the smell of a broken download. Since you did not give the download link, I cannot test it myself.
@Erland Sommarskog I am applying the same path over over other machines from the same share drive and that is working properly. Only getting error on this window machine.
Then it seems reasonable to assume that something is broken on this machine. Since this is an error from .NET, I'd guess this is the problem area.
The most efficient way to get this resolved is probably to open a support case. Making repair on .NET may help, but I am just guessing wildly.
Because I googled it, and the hits related to C# in general. There were no particular hits related to SQL Server, as I recall.
