You are right, you can activate Windows Server 2022 KMS Client with KMS host keys 2019.

The kick-in would be 5 clients on server model, 25 on client model, on any OS version. You can see in the SLMGR.VBS /DLV output window how many have been activated so far by the KMS server.
About Windows 11 servicing, this is covered by Windows 10 license inherited activation, as explained here: https://learn.microsoft.com/en-us/windows/deployment/windows-10-subscription-activation
Meaning that the moment you upgrade your compatible machines to Windows 11 they will inherit the same activation.
Since you are using SCCM, I would recommend creating a collection of computers which pass the requirements so you could target easier this deployement, but be aware that your SCCM Site needs to be on 2107 version in order to recognize Windows 11 as clients.
