A 'Shared inbox' only occasionally allows use of CATEGORIES to organize in the inbox

My company uses a shared inbox as our schedule or task prioritization list. We utilize the Categories markers to identify where in the process we are with each email. This works for everyone using the inbox except for myself, where it is most of the time greyed out and not available. Everything is up to date and I had a suspicion is was internet related, but I have strong internet connection.

In new Outlook for Windows, category behavior in shared and delegated mailboxes is limited and depends on how the shared mailbox is added and what permissions are granted.

Key points from the current behavior and documentation:

  1. Shared mailbox limitations in new Outlook
    • In new Outlook, shared mailboxes that are only added as “resources” have several unsupported features, including Categories. Categories are listed among the capabilities that are currently not available for shared mailboxes but are planned for a future update when shared mailboxes can be added as full accounts.
    • This explains why the Categorize option can appear greyed out or unavailable in a shared inbox scenario.
  2. Add the shared mailbox as an account (if available)
    • To manage Categories reliably for a shared mailbox in new Outlook, the mailbox must be added as an account, not just opened as a shared folder.
    • In new Outlook: go to File > Account info or Settings > Accounts > Shared with me.
      • If the shared mailbox appears there (auto-mapped), select it and choose Convert to promote it to a full account.
      • If it does not appear, select + Add under Shared with me and follow the prompts. Full Access permission from the admin is required.
    • Once added as an account, the shared mailbox will show under Your accounts, and its settings (including Categories) can be managed like a normal mailbox.
  3. Permission requirements
    • Category definitions are stored in a hidden message in the mailbox’s Calendar folder. For delegates working in another user’s mailbox, the ability to create, delete, apply, or remove categories depends on having sufficient permissions on that mailbox’s Calendar and other folders.
    • If permissions are lower than required, Outlook can show errors or disable category-related actions (buttons greyed out). Ensuring appropriate permissions (for example, at least Reviewer/Editor on relevant folders, especially Calendar) is necessary for consistent category usage.
  4. Why it works for others but not consistently for one user
    • Other users may:
      • Have the shared mailbox already promoted to an account in new Outlook, while this user only has it as a shared resource, or
      • Have higher or correctly configured permissions (especially on the shared mailbox’s Calendar), enabling category use.
    • For the affected user, intermittent availability can occur if Outlook is sometimes connecting in a way that recognizes the mailbox as an account or if permission changes are not consistently applied.

Recommended actions for the affected user and admin:

  1. Confirm how the shared mailbox is added in new Outlook:
    • In new Outlook, open Settings > Accounts > Shared with me and Your accounts.
    • If the shared mailbox is only under Shared with me as a resource, use Convert or + Add (with Full Access) so it appears under Your accounts.
  2. Verify permissions on the shared mailbox:
    • Ask the Exchange/IT admin to confirm that the user has appropriate permissions on the shared mailbox, including its Calendar folder, so categories can be created and applied.
  3. If new Outlook cannot yet add the shared mailbox as an account:
    • This is a known limitation; categories for shared mailboxes are listed as a capability that will be supported in a future update. In that case, using classic Outlook (where shared mailbox categories are fully supported with proper permissions) may be more reliable until the new Outlook update is available.

My solution was to follow part 2, copied from the accepted answer...
