I understand that you're trying to set up a simple desktop environment with no background image, and you'd like to keep it solid color. To better help you, I’d need to re confirm whether this is a bug or simply a setting that hasn’t been configured. Let's try:
- On your PC, open Settings > Personalization > Background
- Click the dropdown next to Personalize your background
- Do you see the other options, including Solid color?
- If yes, you can simply click it and select a color you like.
- If it's not available, please let me know and consider providing:
- Screenshot of the window (hide personal information, like my image)
- Your Windows version (press Win + R keys > type
msinfo32> press Enter).
