To answer your question directly: unfortunately, no, this cannot be done natively within the application anymore. Google has permanently disabled Exchange ActiveSync support for all free consumer Gmail accounts, with support officially ending by March 14, 2025, and that's also the reason why you no longer see the Exchange option.
To achieve two-way synchronization for both your calendar and contacts between Classic Outlook and your Android phone, you will need to bridge the protocol gap using additional software:

For Free Gmail Accounts: Outlook CalDAV Synchronizer
This is a free, open-source add-in built specifically for Classic Outlook. It forces Outlook to use CalDAV (for calendars) and CardDAV (for contacts) to communicate with Google's servers.
Once the tool pushes your Outlook "(This Computer Only)" data to your Google account, your Android phone's native Calendar and Contacts apps will automatically download the data during their standard background sync.
